RedGifs stores short looping clips, and the format it was built around has no place for audio. When somebody uploads a clip, the sound is dropped at the point of publishing rather than muted afterwards.

So the absence of sound is not a setting on your device and not something lost in transfer. The file the host serves has one track in it, and that track is the picture.
